Week of April 10, 2023

Highlights

  1. We’re now in the reflection period (April 13-26) between seasons.
  2. The Foundation’s Guide to Season 4 puts forward important new concepts and approaches, including Intents, Missions, and Alliances — and also provides a timeline.
  3. Season 4 features Collective Intents — around which the entire community aligns. They are “directional goals that allow the Collective to align and focus.” For the upcoming season, three Intents have been set by the Foundation; an additional one has been left open for community input. A brainstorming call will be held at 17:30 GMT on April 20th, directly following the Foundation AMA.
  4. Missions “support specific initiatives aligned with our Intents.” Missions can be proposed by Alliances (see below), and delegates will “vote on Proposed Missions for each Intent during Voting Cycle #13.” A proposed Mission Proposal template has been posted.
  5. An Alliance is “a group of people…that will work together to complete a Mission.”
  6. Season 4 will also see the first iteration of Collective Trust Tiers, which aim to establish “a connection between one’s positive impact in the ecosystem and access to different types of work, grants, and roles within the Collective.”
  7. The Grants Council is up for renewal by Token House vote in Special Voting Cycle 12a (April 27 - May 10), and so is the protocol delegation program.
  8. If the Grants Council is approved, reviewers will be elected by the Token House in Cycle 12b (May 18-31). Those who would like to self-nominate must do so using a specific template by May 17.
  9. A co-granting program will also be piloted in Season 4.

Proposals

  • Voting Cycle #12a (April 27 - May 10) will include votes on the protocol delegation program renewal, the Grants Council renewal, and the Collective Intent budgets.
  • Voting Cycle #12b (May 18 - 31) will include Grants Council Reviewer elections (potentially), treasury appropriations, and inflation adjustments. More detail will be provided on each.
  • Voting Cycle #13 (begins June 8) will see voting on proposed Missions.

    • The list of protocols eligible for the Season 4 Protocol Delegation Program (if renewed by the Token House) is presented here.
    • Intent budgets “must be posted to the forum and receive 4 delegate approvals
      from delegates with >0.25% of the votable supply by Wednesday, April 26th at 19:00 GMT.”
    • As lavande specifies, “suggestions for Intent #3 must also be posted to the forum by Wednesday, April 26th at 19:00 GMT so the Foundation can select the final Intent ahead of budget approvals.”

Highlights

  1. Voting Cycle #12a is over, and all five proposals succeeded.
  2. Since the proposal for the Intent #2 budget passed, those who are interested in being Grants Council reviewers can now nominate themselves — until the deadline, which is May 17, 19:00 GMT.
  3. Voting Cycle #12b will start this Thursday, May 18, and run until May 31. Council reviewers will be elected during this period.
  4. The next voting cycle will also include a vote on the Foundation’s Year 2 budget proposal — a treasury appropriation subject to Token House approval. As the Foundation notes, the vote is mostly symbolic, as it already has the funds: “This vote is meant to introduce the Foundation budget approval process and set a precedent for future budget approvals.”
  5. Finally, as @lavande notes, “any Inflation Adjustment proposals will need to be posted with four delegate approvals by May 17th at 19:00 GMT” so that they can be included in Voting Cycle #12b. This includes the one from @polynya, which continues to receive commentary.

Proposals

Voting Cycle #12b will start this Thursday, as noted above. It will include Council reviewer elections, a treasury appropriation proposal from the Foundation, and any qualifying inflation adjustment proposals.

  3. There are two Mission pitching sessions scheduled: Monday, 26.06 2pm ET / 6pm GMT / 8pm CET and Tuesday, 27.06 11am ET / 3pm GMT / 5pm CET. Sign up here to pitch your alliance’s mission to delegates.

Optimism Governance Updates: Week of November 6, 2023

The second week of November witnessed important activities and processes focused on Grants and RetroPGF 3.

Elections are ongoing to select members for various subcommittees of the Optimism Grants Council.

For RetroPGF3, the initial screening is complete. The 643 applications are now being voted upon by the 146 badgeholders

The Optimism Onchain creators event on Twitter will award 1M OP tokens to creators

RetroPGF3

RetroPGF3 applications were accepted between September 17 - October 23. The RPG3 will award a total of 30 Million OP tokens. Here are some initial statistics for the application review process

Round 1 & 2

  • Total Applications: 1594
  • Applications Removed: 967, Applications approved: 627
  • Key reasons for flagging applications: Spam, duplicate applications, Outside Scope, etc

Appeals round

  • Appealed: 76
  • Appeal Rejected: 56, Appeal accepted: 17
  • Total Approved: 644/3 * (May differ by 1 applicant)

The approved applications now head to the voting phase. Votes to be cast by 146 Badgeholders

Proposals

At the time of writing of the report there were 7 active proposals. A majority of the proposals deal with the Grants council affairs.

Grants Council Reviewer elections are active! Voting started on Nov 2 and will continue till Nov 15. Elections are held for the selection of members of the Growth, Builders, Milestones & Metrics Sub-committees

  • Growth Experiments Sub-committee: Growth experiments grants are aimed at maximizing the number of users interacting with applications on Optimism. The Token House will elect 5 Reviewers to the Growth Experiments Grants sub-committee. A total of 11 applicants have applied for the 5 spots.
  • Builders Sub-committee: Builders grants are aimed at maximizing the number of developers building on Optimism. Similar to Growth experiments sub-committee, the token house will elect 5 members. There are currently 10 applicants that you can vote on.
  • Milestones and Metrics Sub-committee: The milestones sub-committee will have 3 members, there are 9 applicants for the 3 spots.

Season 5 Intent Budgets: Grants Council lead @danelund.eth has proposed budgets for 4 intents of Season 5 of Grants Council. Being supported by 99% of the quorum, the proposal execution will allocate 9M OP tokens to the intents.

Code of Conduct Council elections: Currently the Foundation processes Code of Conduct Violations. This will further decentralize the code of role of the foundation and token house in enforcing the rules.

Chain Delegation Program : A total of 10M OP would be reserved for delegation across as many as 10 OP Chains, using idle tokens in the Governance Fund. Delegations will be made throughout Season 5 and 6, as additional Chains qualify.

Ratification of Law of Chains: The Law of Chains is an open neutrality framework that establishes certain protections for participants in the Superchain ecosystem.
