Season 6: Grants Council Operating Budget


A Grants Council was created in Season 3 to aid the Collective in making grants from the Governance Fund. In Season 4, the Grants Council made grants under Intent #2 and piloted a Request for Grants (RFG) program. In Season 5, the Grants Council was responsible for evaluating grant for delegated-authored Mission Requests, under all Intents.

The Grants Council is considered a persistent Council, as outlined in the updated Collective Representative Framework. That means the Grants Council will be assumed to be renewed each Season, unless a Council Dissolution proposal, outlined in the Operating Manual, is passed.

All prospective Leads may propose a Grants Council Operating Budget for Season 6. Delegates should only vote to approve one Grants Council Operating Budget. The budget proposal with the highest proportion of “Yes” votes will be approved. Delegates are effectively electing the Lead that has authored an approved budget. Reviewers on the Grants Council will be elected, according to the process outlined here.

Proposal drafts, with 4 delegate approvals, are due by May 22nd at 19:00 GMT.

    • Please note that the Charter of the Council will need to be expanded to account for the following changes in scope in Season 6:
      • The Grants Council will be responsible for proposing Mission Requests under Intent #3
      • The Grants Council will be responsible for processing violations of the Collective Grant Policies, subject to optimistic approval from the Token House.
      • All members will be accountable to governance as they remain removable via the Representative Removal proposal type outlined in the Operating Manual

Breakdown of Council Operating Budget:

  • Please note, regular Voting Cycles will be 3 weeks long in Season 6 but the Grants Council may choose to process grants over multiple cycles. However, it is strongly recommended to keep cycles as short as possible to improve the velocity of the Collective.

Example:

  • Number of Reviewers = XXXX OP (+/- from last Season)
    • Please break down # by sub-committee, if applicable
    • Please indicate any leadership roles to be designated among Reviewers (ie. Ops Lead, Comms Lead, etc.)
    • Please explain any increase or decrease since last Season
    • It is strongly recommended that teams not exceed 7 members, but may support up to 14 if split into smaller teams
  • Lead = XXXX OP (+/- from last Season)
    • Please explain any increase or decrease since last Season

How should governance participants measure the Council’s impact?

Builder Experience KPIs:

The Foundation suggests the below measures, or similar:

  • NPS of applicants
  • Drop off rate of applicants (what percentage of builders interested in apply for a grant actually submit an application?)
  • Number of times the Foundation’s Growth Team is contacted by partners confused about application process
  • Number of quality applicants the Grants Council is unable to support

Grant Performance KPIs:

The Foundation suggest the below measures, or similar:

  • Increase in target metric under Intent 1
  • Increase in target metric under Intent 3 (even if not fully measurable within 6 months, an estimated impact can be deduced from grants made)
  • Number of OP Chain grants programs launched
  • Number of grants that have to be clawed back for failure to meet milestones

Consistent with other reward allocations, all rewards will be subject to a KYC and claims flow process.


What Does This Mean for Delegates?

Delegates will vote to approve a Grants Council Operating Budget in Special Voting Cycle #23a. Approving a Grants Council Operating Budget elects the proposal author as Grants Council Lead. Delegates will vote to elect Reviewers in Special Voting Cycle #23b as outlined here.

Voting for the proposal as it’s the only grants council proposal and a grant council is needed
