  1. Metric Focus Shift – S7 focused on USD-denominated TVL, while S8 emphasizes ETH-denominated interop usage, AOP, and fee generation—a shift in how impact is measured.
  2. AI + GovNerd Intake – S8 introduces an AI-led intake process with GovNerd oversight; S7 had manual reviews only.
  3. Stricter Reviewer Criteria – S8 sets a higher bar for reviewers: deep Interop + DeFi experience, track record, and protocol connections. S7 had broader, less specific criteria.
  4. Resignation & COI Rules – S8 expands resignation notice, conflict disclosures, and replacement protocols. S7 mentioned these lightly, without process details.

If this proposal is approved, the above linked PR will be merged into the canonical version of the Charter hosted in github and the changes will go into effect at the start of the next Season.

There is a small contradiction in the changes:

45.Elected members serve for two terms and may seek re-election for future terms

143.All Grants Council members must stand for re-election at the start of a new Season if they wish to continue serving

Please clarify, does voting take place every season or are members elected for 2 seasons?

Elected members will serve for two terms. If they wish to continue after the two terms they must stand for re-election at the start of the new season.
