It’s problematic that council leads are being elected before final budget board allocations are known. This sequencing forces candidates to commit without visibility into the actual resources they’ll have to execute.

The Budget Board proposal introduces a 2.3M OP ceiling across all DAO operations, but this confirmation arrives at the same time a lead is elected. This puts incoming leads in a reactive position, unable to present realistic plans, negotiate scope, or decline the role based on insufficient resources.

If we want council leads to be accountable and strategic, they need clarity on the operating constraints before committing to lead roles. Otherwise, we risk setting up leadership for failure, or worse, deterring strong candidates from applying.

Leads should be elected after the budget is approved. Anyone can still propose charter changes early, but the vote for leads should happen once we know how much OP they’ll manage. This way, candidates know what they’re signing up for and can plan properly.
