Here’s an update on what we’ve been up to for the second quarter of 2025.
Voting
[Vote] Season 8 and 9 Milestone and Metrics Council Selection - Voted FOR
We voted in favor of this proposal, despite reservations about the random selection of council members. While we acknowledged concerns about team coherence, we preferred experimenting with this approach over reverting to open elections, which tend to become popularity contests and suffer from similar coherence issues. We also suggested making eligibility criteria more inclusive and exploring a future model where a lead is appointed or elected and then assembles the rest of the council.
[Vote] Season 8 and 9: Budget Board Member Ratification - Voted FOR
We supported this one by expressing confidence in the proposed board members and their ability to fulfill the responsibilities outlined in the charter. We also recommended that the board document its learnings to support future boards after 2026.
[Vote] Season 8/9 Grants Council Charter - Voted FOR
We support it because all the changes to Season 8’s charter appear reasonable.
[Vote] Season 8/9 Milestones and Metrics Council Charter - Voted FOR
For us, this charter is an administrative update. We believe that the new implementations proposed will increase accountability without altering the council’s mandate.
[Vote] Season 8/9 Developer Advisory Board Charter - Voted FOR
We support it because these changes can provide tighter oversight and enable upgrades and grants to proceed on a predictable schedule.
[Vote] Season 8: Intent Ratification - Voted FOR
We agree with this ratification because a single, measurable goal—achieving real interoperability usage—gives every team a clear path and allows us to judge success without guesswork.
[Vote] Governor Update Proposal: Removing Abstain Count from Quorum - Voted AGAINST
We decided not to support this one because we believe that ‘Abstain’ should continue to count toward quorum. While we understand the arguments on both sides, we see value in allowing delegates to participate in governance without being forced to take a position.

We want to remind to everyone that in order to further our communication with our constituents and any interested party in the community, we’re hosting recurring Office Hours on Google Meets.
The office hours are held every Tuesday at 3 pm UTC/ 11 am EST
During Office Hours, you will be able to reach L2BEAT’s governance team, which consists of Kaereste (Krzysztof Urbanski), Sinkas (Anastassis Oikonomopoulos), and Manugotsuka (Manuel González), and discuss our activity as delegates.
The purpose of the office hours is to gather feedback from the people who have delegated to us, answer any questions in regard to our voting activities and rationale, and collect input on things you’d like us to engage in discussions about.
