  • Familiarize yourself with the Season 8 Intent
  • Feedback
    • Any governance participation may provide feedback on proposal drafts posted to the forum. Governance participation may also choose to facilitate calls to further discuss proposals with authors.
  • Approve
    • Delegates or Citizens’ must provide approvals on proposals not authored by the Foundation or Budget Board by posting the below phrase in a comment under a proposal draft

      ”I am an Optimism delegate [link to your delegate commitment] with sufficient voting power and I believe this proposal is ready to move to a vote."

      ”I am an Optimism Citizen [link to your attestation] and I believe this proposal is ready to move to a vote.”

      Each of the below proposals requires 4 approvals by June 25th at 19:00 GMT in order to move to a vote in for Special Voting Cycle #39a.

      • Any charters put forth by prospective Leads (Token House Delegates)
      • Any amendment to the Anticapture Commission Charter (Token House Delegates)

It’s problematic that council leads are being elected before final budget board allocations are known. This sequencing forces candidates to commit without visibility into the actual resources they’ll have to execute.

The Budget Board proposal introduces a 2.3M OP ceiling across all DAO operations, but this confirmation arrives at the same time a lead is elected. This puts incoming leads in a reactive position, unable to present realistic plans, negotiate scope, or decline the role based on insufficient resources.

If we want council leads to be accountable and strategic, they need clarity on the operating constraints before committing to lead roles. Otherwise, we risk setting up leadership for failure, or worse, deterring strong candidates from applying.

Leads should be elected after the budget is approved. Anyone can still propose charter changes early, but the vote for leads should happen once we know how much OP they’ll manage. This way, candidates know what they’re signing up for and can plan properly.

The reason for this sequencing is to allow for the onchain transfers of the budgets to be made to a multisig managed by the elected Leads. Otherwise, the onchain transfer would be made to a multisig managed by the Foundation, and we would add the Leads as signers afterwards. @ben-chain can speak to longer term solutions, but that is why the sequencing is as such in Season 8.

Are funds immediately needed for other councils? Grant Council does not, and this can be solved in the first cycle after budget approvals.
