As part of the GovNERDs’ responsibilities, we will be hosting the Token House / Joint House Community Call (occurring on Tuesdays, every other week, at 19:00 UTC, alternating).

:bar_chart: SuperchainERC20 is Live!

  • Implements ERC-7802 for seamless cross-chain asset interoperability.
  • How it works: Instead of wrapping, tokens are burned on one chain and minted on another—think of it like teleportation for tokens.
  • Benefits:
    • No liquidity fragmentation
    • Zero infrastructure cost for cross-chain deployment
    • Unified standard across Superchain-compatible networks

  • February 27th:

    • Decision Market Go Live (OP Futarchy Experiment) Signup Form here

    • RetroFunding On-chain builders application deadline

      • The budget for the round is 8M OP. We have 6 measurement periods (Feb - July). Each month 1.3M OP will be rewarded (Feb - 1.3m OP / March - 1.3m OP)
      • To be considered for the Feb measurement period, you need to apply by Feb 27th. If you apply later, you will be considered for the next period. Apply Here
    • Voting on Retro Funding algorithms going live for Citizens and Guest Voters. More info here

:star2: Citizenship Update Season 7

@optimistic_emily shared about:

  • Expertise is important in impact measurement
    • In Retro Funding 5, OP Stack experts produced an overall more accurate allocation, as judged by stakeholders
    • Expert judgment is an essential input to measurement
    • Separating out measurement from expressing higher level values / preferences allows us to leverage expertise without excluding other stakeholders
  • Opt-in bias means self-selection doesn’t create a diverse group of participants
    • The resulting group (who volunteer themselves) ended up being very similar to Citizens on demographic characteristics and preferences
  • Season 7
    • ~150 Guest voters were invited to participate from the following categories: community contributors, Superchain members, past top 30 recipients of Retro Funding and elected officials
    • Citizenship is about being a stakeholder of the Collective and expressing values and preferences on decisions that have no right or wrong answer.
    • The Citizenry should be a balanced group of the Collective’s stakeholders.
    • In Season 7, we want to learn more about the Collective’s stakeholders.
  • Here are some questions we want to answer:
    • Are the persona groups we uncovered in interviews reflected in the preferences related to Retro Funding?
    • Will some groups have higher voter turnout than others?
    • Will team members vote independently from each other or form voting blocs?

:bar_chart: Decision Market (OP Futarchy Experiment)

  • Futarki OP Decision Market Experiment launching on February 27 and will last for three weeks. You can join even if it has started.
  • @elizaoak presents the motivation for the Futarchy experiment to make more decentralized and effective decisions. In this experiment, forecasters will use game tokens instead of real money.
  • Five projects will compete for a 100K grant, with forecasters predicting TBL growth.
  • Impact of experiment will be measured on June 12th, with forecasters rewarded based on accuracy.
  • @Michael explained how prediction markets work by splitting and swapping 3Play tokens.

  • Designed to provide a quantifiable measure of a delegate’s activity and engagement in DAO governance discussions.
  • Forum Score aggregates several key metrics from governance activities.
    • Forum Score = ((Max_Score * 1) + (Proposal Score * 1) + (Overall Topic Score * 0.5) +
      (Activeness Score * 0.5)) / (Sum of Weights * Max_Score)

:star2: Allow the Optimism Foundation to Stake a Portion of Sequencer ETH Through Season 8

  • Citizens House proposal to allow Optimism Foundation to stake portion of sequencer ETH through season 8.
  • Foundation’s guardian actions to be restricted to only essential safety-critical actions like pausing withdrawals.
  • Proposal to stake 20% of ETH with Bitgo Custody. If approved, this proposal will also allow the Foundation to stake additional 20% with Kraken and 20% Coinbase.
  • If this is approved, we would only be staking this until December 2025, and then we would have to re-vote in order to keep it staked in the same way.
  • There is agreement about the importance of using DeFi staking solutions, but that will require to set up new structures. Current proposal is to move forward with staking the ETH using the current structures we have in place to start generating yield for the Collective immediately (aprox 2 million in opportunity cost)
  • Long-term goal to transfer ETH management to DAO through public RFP process

:robot: Upgrade Proposal #13: OPCM and Incident Response improvements

  • New upgrade process aims to unify contract versions across different op chains in the superchain.
  • Proposed changes are internal and will not impact user interface or experience.
  • Upcoming upgrade will invalidate all existing withdrawals, requiring extensive communication.
  • Token upgrades planned for March-April 2025; delegates invited to forum for upgrade feedback in the forum post.

:bar_chart: Experimenting with Futarchy for Optimism Grant Allocation Decisions

  • Futarchy experiment launched to test market-driven decision-making for predicting superchain project growth.
  • Only top five projects will continue in markets with 100K OP grant for user incentives.
  • June 12th set as resolution period for calculating final prediction scores
  • Play token allocation depends on participant qualifications and attestations.
  • Participants can use the same tokens worth of predictions per individual market (eg. 500 PLAY tokens per project).
  • Only top five projects’ predictions will count towards final scoring and leaderboard
  • @Salman highlights risk of experiment becoming a popularity contest without visible proposals links in the UI design.
  • Transactions on Unichain involve minimal gas fees, less than one cent per transaction.

Past Votes

Cycle 34 Grants Council final report

  • Cycle 35 Outlook:

    • 28 new applications for TVL Growth submitted
    • 4 new Audit Requests submitted (so far)
  • Grants Council discusses delegate onboarding and allocates 10 million budget in Season 7,

    • Cycle 33 granted 4.7 million OP to protocols
    • Cycle 34 granted over 1.3 million OP

Futarchy Experiment

  • Futarchy experiment involved 431 unique forecasters making almost 6,000 trades

    • Top projects from Futarchy experiment will receive 100K OP grants for user incentives
    • Three out of five projects selected by the Futarchy forcasters matched Grants Council selections
    • Different incentives were discussed so that grant winners truly seek to increase the TVL, and continue building a lasting relationship with the OP Collective.
    • We all commented on how much fun the experience was and how eager everyone is to play again. Patience is encouraged, so we can learn from this iteration first.
