Anticapture Commission - S7 Internal Operating Procedures

The Internal Operating Procedures in this document govern the activities of the Season 7 Anticapture Commission. This document sets forth the processes the Anticapture Commission will follow in fulfilling the Charter. The Anticapture Commission does not have any operating budget.

If ever a discrepancy arises between a Charter and the Internal Operating Procedures (IOPs), the Charters always take precedence and supersede the IOPs.

To align with the Optimism Collective Multisig Security Policy v1, in its Anonymity section: we do not associate specific signing keys with their corresponding members.

Community Feedback

  • The ACC Lead will be present in the bi-weekly Community Calls to address any questions from the community.
  • If necessary, a public Office Hours session will be scheduled and published in the public governance calendar. These can be used to discuss Members’ view on governance capture across Optimism Superchain, with one of the goals of ACC being to proactively prevent capture rather than react to capture.

Cycle Management

  • The Anticapture Commission’s cycles will align with the 3-week Governance Voting Cycles of Season 7.
    • As stated in the Operating Manual, updated to version v0.4.1, Protocol Upgrades have been decoupled from the regular Voting Cycle. Protocol Upgrades will still need to go through the standard three-week Token House + one-week Citizens’ House process, but this process can now be initiated at any time.
  • Internal Meetings: Held every cycle on Tuesdays. Summaries are provided to the community via the communication thread.

Review Period (Week 1 & 2)

  • Discuss proposals that are being voted on as part of the Voting Cycle, identify the proposals that are subject to ACC exercising its voting discretion and provide feedback to approve proposals.
  • Engage with any community concerns and feedback received during Community Calls.

Voting Period (Week 3)

  • When an onchain governance vote where the ACC should exercise its vote is scheduled on the Optimism Agora governance portal (vote.optimism.io), the ACC Lead will create the current proposals in the Anticapture Commission Snapshot Space and Gnosis Safe Multisig.
    • The Snapshot space is currently used only for voting on off-chain matters. Some examples include: setting the date for internal meetings, defining the multisig signers’ threshold, changes to the IOP, etc.
  • An internal meeting (held every Cycle on a Tuesday) will be scheduled before the conclusion of the Voting Period. This is to remind members to vote and discuss any necessary actions to be taken. Recordings and summaries are posted in the Communication Thread after the vote.
    • Prepare a Cycle update for the Communication Thread within 3 days after the voting period ends.

Workflow Management

  • Notifications

    • Calls scheduled via calendar invites with email reminders and agendas.
    • In exceptional cases, such as urgent votes requiring approval or removals, members will be tagged directly in the internal ACC Telegram channel to ensure a prompt response during the Season.
  • Task Tracking & Hub

    • Internal Hub: Centralized space for Kanban access, meeting minutes and member attendance, voting track and, if needed, deliverables.
    • Kanban Board: Tracks tasks by status (To Do, In Progress, Blocked, Completed), with assignees, due dates, and priority labels.
  • Snapshot space.

  • Writing and updating Commission news via the Communication Thread.

Internal Consensus and Voting

Decision-Making Process

  • The Anticapture Commission (ACC) votes on proposals using a Snapshot Space to determine internal quorum.
  • The ACC Multisig (10-of-26 on Optimism, subject to change per season’s IOP) is used exclusively for governance voting on Agora.
  • Votes are cast based on Internal Operating Procedures (IOP), finalized at the start of each season by member delegates.
  • The Commission Lead is responsible for drafting and enforcing the IOP, ensuring alignment with the current membership.

Consensus & Quorum

  • Multisig Quorum (Onchain Voting - Gnosis Safe):
    • A 10 of 26 (≈40%) signing threshold ensures security and operational flexibility.
  • Snapshot Quorum (Internal Voting & Signaling):
    • A 40% participation requirement for quorum on internal votes.
  • Urgent Votes:
    • For time-sensitive actions, a 40% threshold would be used, and decisions must be ratified post-vote.
  • If consensus cannot be reached, the Commission Lead serves as the tie-breaker to ensure decisions move forward.
    • The Commission Lead can only break a tie if quorum has been reached for both offchain and onchain decisions.

Conflict of Interest & Abstentions

  • Members must abstain from voting in cases of conflicts of interest, and these abstentions must be clearly documented as such.
  • Abstentions do not count toward quorum but are transparently recorded in Snapshot or the internal ACC hub.

Change Process

  • On a monthly basis, the Commission may review the effectiveness of its internal procedures and make proposals for improvement.
  • The Commission can amend the internal procedures by a simple majority vote of the members of the Commission on the Snapshot Space.
  • Any amendment to these Internal Operating Procedures must be recorded as a comment to this post and reflected on the Landing Page.
