Anticapture Commission
The Anticapture Commission exists to prevent capture of the Token House by any one stakeholder or group of stakeholders. Composed of high-impact individual delegates, it alerts the Citizens’ House when concerns arise over imbalances in power between groups of stakeholders. The Anticapture Commission uses 10M OP in delegation from the Governance Fund to vote on all proposals subject to a Citizens’ House veto. Learn more
Citizen
Citizens are individual human stakeholders of the Collective: builders, users, and community members who are aligned with the project’s values and are interested in the long-term benefit of the Collective. Citizens hold veto power over protocol upgrades and will be responsible for additional governance decisions over time. Learn more
Collective Feedback Commission
The Collective Feedback Commission is an experimental program with the goal of facilitating collaboration between the Foundation and high-context contributors on governance system design. The goal is to develop a “Core Governance Program” that will allow the Collective to take on metagovernance responsibilities in the future. The commission is comprised of highly engaged Citizens and Delegates who were invited to participate based on their demonstrated contribution and expertise in a relevant domain, verifiable via attestations issued by the Foundation. Delegate
Delegates comprise the Token House and are responsible for voting on proposals that impact the Collective (like OP Stack Upgrades, Council Members Elections, Intents Budgets, etc). They are appointed by OP token holders to make governance decisions on their behalf. View delegates.
Developer Advisory Board
The Developer Advisory Board (DAB) are a group of developers who provide feedback and guidance on technical proposals. They ensure that technical expertise informs governance decisions, particularly related to technical decentralization. Board members are elected by Token House delegates. Learn more.
Grants Council

OP Stack Proximity Ranking
This experimental ranking evaluates GitHub developers and repos based on their proximity to OP Stack repos. Using GitHub event data and a bipartite trust graph, it applies variations of EigenTrust and Hubs & Authorities algorithms. Trust is built from user actions (e.g., stars, forks) and contributions (e.g., PRs merged). Scores are derived from over 30,000 repos and 2,000 organizations. Security Council
The Security Council is a decentralized set of individual actors responsible for executing shared upgrades on the Superchain. Key functions include implementing protocol upgrades and role changes approved by governance and acting independently in emergencies to maintain network security. Council members are elected by Token House delegates. They are assessed on their technical skills, reputation, geographic diversity, and alignment with the Optimistic Vision. Learn more.
