Announcements
Citizenship Update Season 7
@optimistic_emily shared about:
- Expertise is important in impact measurement
- In Retro Funding 5, OP Stack experts produced an overall more accurate allocation, as judged by stakeholders
- Expert judgment is an essential input to measurement
- Separating out measurement from expressing higher level values / preferences allows us to leverage expertise without excluding other stakeholders
- Opt-in bias means self-selection doesn’t create a diverse group of participants
- The resulting group (who volunteer themselves) ended up being very similar to Citizens on demographic characteristics and preferences
- Season 7
- ~150 Guest voters were invited to participate from the following categories: community contributors, Superchain members, past top 30 recipients of Retro Funding and elected officials
- Citizenship is about being a stakeholder of the Collective and expressing values and preferences on decisions that have no right or wrong answer.
- The Citizenry should be a balanced group of the Collective’s stakeholders.
- In Season 7, we want to learn more about the Collective’s stakeholders.
- Here are some questions we want to answer:
- Are the persona groups we uncovered in interviews reflected in the preferences related to Retro Funding?
- Will some groups have higher voter turnout than others?
- Will team members vote independently from each other or form voting blocs?
Decision Market (OP Futarchy Experiment)
- Futarki OP Decision Market Experiment launching on February 27 and will last for three weeks. You can join even if it has started.
- @elizaoak presents the motivation for the Futarchy experiment to make more decentralized and effective decisions. In this experiment, forecasters will use game tokens instead of real money.
- Five projects will compete for a 100K grant, with forecasters predicting TBL growth.
- Impact of experiment will be measured on June 12th, with forecasters rewarded based on accuracy.
- @Michael explained how prediction markets work by splitting and swapping 3Play tokens.

- Designed to provide a quantifiable measure of a delegate’s activity and engagement in DAO governance discussions.

Futarchy experiment involved 431 unique forecasters making almost 6,000 trades
- Top projects from Futarchy experiment will receive 100K OP grants for user incentives
- Three out of five projects selected by the Futarchy forcasters matched Grants Council selections
- Different incentives were discussed so that grant winners truly seek to increase the TVL, and continue building a lasting relationship with the OP Collective.
- We all commented on how much fun the experience was and how eager everyone is to play again. Patience is encouraged, so we can learn from this iteration first.

Announcements
- Two Protocol Upgrade Proposals currently active (Voting Period ending April 9 at 19:00 GMT )
- Here the Season 8 & 9: Budget Board Charter
- Here the Season 8 and 9: Budget Board Member Ratification
- Recap:
- Members of the Board will be responsible for bootstrapping the Collective’s ability to make sound financial and economic decisions.
- Aims to decentralize budgeting for mission proposals and Retro Funding, previously managed by the OP Foundation.

Runs from May 1, 2025, to May 1, 2026, with members appointed by the Foundation, including Token House and Citizens House representatives.
- Starting in Season 8, all Councils and Boards will transition to 12-month terms to promote greater continuity and standardization.

Manages governance funds and sets budgeting standards for Season 8, subject to ratification by both houses (Voting Cycle #36).
- The Token House will ratify this proposal to approve the Token House representatives and Lead. The Citizens House will ratify this proposal to approve the Citizens House representatives and Lead.

Super Chain ERC-20 Tokens

- Enhances interoperability with built-in bridge permissions for cross-chain transactions.
- Gradual rollout begins with Optimism and Security Council-governed chains, targeting June 2025 for the first interoperability set. Existing tokens may require upgrades or wrappers.
- Simplifies new token launches (e.g., avoiding USDC migration issues), shared security, and retro funding.
Superchain Ecosystem
- Here The Superchain Ecosystem Index
- Retro funding and shared security as significant benefits, with contributions going towards upgrades that benefit everyone.
- Protocols must update interfaces, and chains joining the Super Chain ecosystem relinquish upgrade keys. Shared security means chains don’t have to handle security themselves, but it comes at the cost of control.
- Exploration of solutions like LayerZero for broader interoperability.
- Current interop set includes Ink and Unichain, with plans to expand.

Purpose of the Budget Board: A new governance structure introduced to transition financial decision-making from the Foundation to the community. The board won’t make decisions directly but will propose budgets, frameworks, and data infra to support collective decision-making.

- Recommend the overall DAO operating budget.
- Provide opinions on the Foundation and council budgets.

- Mission vs. Budget Setting: Foundation continues setting strategic missions in Season 8. Budget Board assigns funding based on those.
- Elections: All boards, including this one, now move to 12-month terms.
- No staggered elections (yet), to simplify operations.
Discussion Highlights
- Why It Matters: The Budget Board is central to decentralizing economic decisions—especially relevant as Optimism moves towards more automated and data-driven governance.
- Accountability & Engagement: Members are accountable to their respective Houses. They must be responsive via the forum and community threads, but can define their own processes (e.g., RFPs, input collection).
- Stipends: Foundation-affiliated members (Xochitl, Michael) won’t receive OP but may have internal compensation.
- Community Feedback: Several concerns emerged about:
- Lack of opportunity to meet nominees before the vote.
- Unequal incentives and long-term motivation.
- Low forum activity from some nominees.
- Response:@Lavande (OP Foundation) acknowledged the feedback and suggested potential community introductions post-ratification. Openness to adjust processes in the future.
By the way, from now on, a monthly call (Joint House Community Call) will be maintained, and the Token House Community Call (which occurred alternately) will be eliminated. Therefore, these briefings will begin monthly. More info in this post.
