:bar_chart: SuperchainERC20 is Live!

  • Implements ERC-7802 for seamless cross-chain asset interoperability.
  • How it works: Instead of wrapping, tokens are burned on one chain and minted on another—think of it like teleportation for tokens.
  • Benefits:
    • No liquidity fragmentation
    • Zero infrastructure cost for cross-chain deployment
    • Unified standard across Superchain-compatible networks

    • Decision Market Go Live (OP Futarchy Experiment) Signup Form here

    • RetroFunding On-chain builders application deadline

      • The budget for the round is 8M OP. We have 6 measurement periods (Feb - July). Each month 1.3M OP will be rewarded (Feb - 1.3m OP / March - 1.3m OP)
      • To be considered for the Feb measurement period, you need to apply by Feb 27th. If you apply later, you will be considered for the next period. Apply Here

    • Voting on Retro Funding algorithms going live for Citizens and Guest Voters. More info here

:star2: Citizenship Update Season 7

@optimistic_emily shared about:

  • Expertise is important in impact measurement
    • In Retro Funding 5, OP Stack experts produced an overall more accurate allocation, as judged by stakeholders
    • Expert judgment is an essential input to measurement
    • Separating out measurement from expressing higher level values / preferences allows us to leverage expertise without excluding other stakeholders
  • Opt-in bias means self-selection doesn’t create a diverse group of participants
    • The resulting group (who volunteer themselves) ended up being very similar to Citizens on demographic characteristics and preferences
  • Season 7
    • ~150 Guest voters were invited to participate from the following categories: community contributors, Superchain members, past top 30 recipients of Retro Funding and elected officials
    • Citizenship is about being a stakeholder of the Collective and expressing values and preferences on decisions that have no right or wrong answer.
    • The Citizenry should be a balanced group of the Collective’s stakeholders.
    • In Season 7, we want to learn more about the Collective’s stakeholders.
  • Here are some questions we want to answer:
    • Are the persona groups we uncovered in interviews reflected in the preferences related to Retro Funding?
    • Will some groups have higher voter turnout than others?
    • Will team members vote independently from each other or form voting blocs?

:bar_chart: Decision Market (OP Futarchy Experiment)

  • Futarki OP Decision Market Experiment launching on February 27 and will last for three weeks. You can join even if it has started.
  • @elizaoak presents the motivation for the Futarchy experiment to make more decentralized and effective decisions. In this experiment, forecasters will use game tokens instead of real money.
  • Five projects will compete for a 100K grant, with forecasters predicting TBL growth.
  • Impact of experiment will be measured on June 12th, with forecasters rewarded based on accuracy.
  • @Michael explained how prediction markets work by splitting and swapping 3Play tokens.

  • Designed to provide a quantifiable measure of a delegate’s activity and engagement in DAO governance discussions.
  • Forum Score aggregates several key metrics from governance activities.

:star2: Allow the Optimism Foundation to Stake a Portion of Sequencer ETH Through Season 8

  • Citizens House proposal to allow Optimism Foundation to stake portion of sequencer ETH through season 8.
  • Foundation’s guardian actions to be restricted to only essential safety-critical actions like pausing withdrawals.
  • Proposal to stake 20% of ETH with Bitgo Custody. If approved, this proposal will also allow the Foundation to stake additional 20% with Kraken and 20% Coinbase.
  • If this is approved, we would only be staking this until December 2025, and then we would have to re-vote in order to keep it staked in the same way.
  • There is agreement about the importance of using DeFi staking solutions, but that will require to set up new structures. Current proposal is to move forward with staking the ETH using the current structures we have in place to start generating yield for the Collective immediately (aprox 2 million in opportunity cost)
  • Long-term goal to transfer ETH management to DAO through public RFP process

:robot: Upgrade Proposal #13: OPCM and Incident Response improvements

  • New upgrade process aims to unify contract versions across different op chains in the superchain.
  • Proposed changes are internal and will not impact user interface or experience.
  • Upcoming upgrade will invalidate all existing withdrawals, requiring extensive communication.
  • Token upgrades planned for March-April 2025; delegates invited to forum for upgrade feedback in the forum post.

:bar_chart: Experimenting with Futarchy for Optimism Grant Allocation Decisions

  • Futarchy experiment launched to test market-driven decision-making for predicting superchain project growth.
  • Only top five projects will continue in markets with 100K OP grant for user incentives.
  • June 12th set as resolution period for calculating final prediction scores
  • Play token allocation depends on participant qualifications and attestations.
  • Participants can use the same tokens worth of predictions per individual market (eg. 500 PLAY tokens per project).
  • Only top five projects’ predictions will count towards final scoring and leaderboard
  • @Salman highlights risk of experiment becoming a popularity contest without visible proposals links in the UI design.
  • Transactions on Unichain involve minimal gas fees, less than one cent per transaction.

Past Votes

Cycle 34 Grants Council final report

  • Cycle 35 Outlook:

    • 28 new applications for TVL Growth submitted
    • 4 new Audit Requests submitted (so far)

  • Grants Council discusses delegate onboarding and allocates 10 million budget in Season 7,

    • Cycle 33 granted 4.7 million OP to protocols
    • Cycle 34 granted over 1.3 million OP

Futarchy Experiment

  • Futarchy experiment involved 431 unique forecasters making almost 6,000 trades

    • Top projects from Futarchy experiment will receive 100K OP grants for user incentives
    • Three out of five projects selected by the Futarchy forcasters matched Grants Council selections
    • Different incentives were discussed so that grant winners truly seek to increase the TVL, and continue building a lasting relationship with the OP Collective.
    • We all commented on how much fun the experience was and how eager everyone is to play again. Patience is encouraged, so we can learn from this iteration first.

Season 8 & 9: Budget Board

  • Here the Season 8 & 9: Budget Board Charter
  • Here the Season 8 and 9: Budget Board Member Ratification
  • Recap:
    • Members of the Board will be responsible for bootstrapping the Collective’s ability to make sound financial and economic decisions.
      • Aims to decentralize budgeting for mission proposals and Retro Funding, previously managed by the OP Foundation.

    • Runs from May 1, 2025, to May 1, 2026, with members appointed by the Foundation, including Token House and Citizens House representatives.

      • Starting in Season 8, all Councils and Boards will transition to 12-month terms to promote greater continuity and standardization.

    • Manages governance funds and sets budgeting standards for Season 8, subject to ratification by both houses (Voting Cycle #36).

      • The Token House will ratify this proposal to approve the Token House representatives and Lead. The Citizens House will ratify this proposal to approve the Citizens House representatives and Lead.
      • The Board will have proposal rights over budgeting decisions but all proposals must still be approved by the Token House and/or Citizens House, as relevant.

    • Emphasizes analytics to improve grant decisions, with a Data-Driven approach.

  • Shout out to @danelund.eth, proposed as the lead the board, who was mentioned as ‘the goat of running council’.

Super Chain ERC-20 Tokens

  • Here the SuperchainERC20 docs
    • Enhances interoperability with built-in bridge permissions for cross-chain transactions.
    • Gradual rollout begins with Optimism and Security Council-governed chains, targeting June 2025 for the first interoperability set. Existing tokens may require upgrades or wrappers.
    • Simplifies new token launches (e.g., avoiding USDC migration issues), shared security, and retro funding.

Superchain Ecosystem

  • Here The Superchain Ecosystem Index
    • Retro funding and shared security as significant benefits, with contributions going towards upgrades that benefit everyone.
    • Protocols must update interfaces, and chains joining the Super Chain ecosystem relinquish upgrade keys. Shared security means chains don’t have to handle security themselves, but it comes at the cost of control.
    • Exploration of solutions like LayerZero for broader interoperability.
    • Current interop set includes Ink and Unichain, with plans to expand.

  • Foundation Mission Request: AI Delegate Development: Deadline April 25. Project aims to create AI agents capable of independently voting on proposals. More info here

Season 8 and 9: Budget Board Member Ratification

  • Purpose of the Budget Board: A new governance structure introduced to transition financial decision-making from the Foundation to the community. The board won’t make decisions directly but will propose budgets, frameworks, and data infra to support collective decision-making.

  • Scope & Role:

    • Propose seasonal budgets for Token House and Citizens’ House missions.
    • Recommend the overall DAO operating budget.
    • Provide opinions on the Foundation and council budgets.
    • Manage the Collective Reward Framework (OP rewards per impact level).
    • Help design the community staking process.

  • Composition:

    • 7 members: 3 Token House reps, 3 Citizens’ House reps, and 1 Lead.
      • The Token House will ratify this proposal to approve the Token House representatives and Lead.
      • The Citizens House will ratify this proposal to approve the Citizens House representatives and Lead.

  • Voting Timeline (Cycle #36):

    • Mission vs. Budget Setting: Foundation continues setting strategic missions in Season 8. Budget Board assigns funding based on those.
    • Elections: All boards, including this one, now move to 12-month terms.
      • No staggered elections (yet), to simplify operations.

:brain: Discussion Highlights

  • Why It Matters: The Budget Board is central to decentralizing economic decisions—especially relevant as Optimism moves towards more automated and data-driven governance.
  • Accountability & Engagement: Members are accountable to their respective Houses. They must be responsive via the forum and community threads, but can define their own processes (e.g., RFPs, input collection).
  • Stipends: Foundation-affiliated members (Xochitl, Michael) won’t receive OP but may have internal compensation.
  • Community Feedback: Several concerns emerged about:
    • Lack of opportunity to meet nominees before the vote.
    • Unequal incentives and long-term motivation.
    • Low forum activity from some nominees.
    • Response:@Lavande (OP Foundation) acknowledged the feedback and suggested potential community introductions post-ratification. Openness to adjust processes in the future.

By the way, from now on, a monthly call (Joint House Community Call) will be maintained, and the Token House Community Call (which occurred alternately) will be eliminated. Therefore, these briefings will begin monthly. More info in this post.

  • The Foundation is preparing a forum proposal introducing a new method for selecting members of the Milestones & Metrics Council.
    • Instead of open elections, a stratified random selection (sortition) process is proposed to identify qualified civil servants (non-political) contributors.
    • The pool will be filtered based on public attestations and eligibility criteria, with an emphasis on competence and neutrality over popularity.
  • Discussion raised concerns about alienation and legitimacy, but general consensus supports testing this for execution-focused roles.

AI for Grants Feedback

  • The Grants Council and Foundation are experimenting with AI-generated feedback for grant proposals to increase quality and reduce response times.
    • A live demo showed how AI can deliver contextual and constructive suggestions to builders.

:money_bag: Grants Council: Season 7 Outcomes

  • The Grants Council deployed 8.3M OP to 19 projects, surpassing the conservative $100M TVL projection with a reported $291M in TVL from funded projects.
    • $39.7M of that is direct TVL growth attributed to Optimism.
  • Improved collaboration with the Growth Team helped refine scope and impact.
  • Feedback from applicants emphasized the need for faster response times and clearer evaluation processes.

  • The Budget Board will manage DAO-level financial frameworks and coordinate budget proposals for the Token and Citizens Houses.
  • While it won’t make funding decisions directly, it will shape the tools, data models, and simulations used by the community to do so.
    • Responsibility for setting OP reward levels per impact category is transitioning from the Foundation to the Budget Board starting Season 8.

Lavande presented progress on several Season 8 decentralization targets:

  • A public citizenship definition is being finalized.
  • Work continues on a gridlock-resistant veto mechanism.

Season 7 carried the theme of “Shared Success”, resulting in:

  • 6 Protocol Upgrades
  • Onboarding 14 OP Chains
  • Creation of a Budget Board to bring financial policy on-chain
  • Continued development of Retro Funding, Grants Council, and Futarchy experiments
  • Experiments with Guest Voters and Citizenship frameworks

Season 8 transitions into the theme of “Purpose-Built Governance”, explicitly aiming to reduce platform risk across the Superchain.

The overarching goal is to build a governance system that is:

  • Less general-purpose, and
  • More specifically tailored to serve interoperable chains, applications, and end users.

:bullseye: Season 8 Objectives

The governance calls outlined three primary intents for the season:

  1. Ship Interop
    Finalize and ship Stage One interoperability with multiple proof systems.
  2. Prepare TVL for Interop
    Support chains in scaling their TVL through incentives and programmatic coordination (e.g. grants, Futarchy).
  3. Grow Developer Adoption of Interop
    Fund developer-facing tools, technical education, and OP Stack dependencies to drive usage.

Each intent is supported by funding mechanisms from the Governance Fund and Retro Funding, evaluated by the Milestones & Metrics Council or the Open Source Observer.

:classical_building: Governance Structures in Season 8

Continued or Updated:

  • 5 Governance Councils: Renewed on 12-month terms to ensure continuity.
  • Anti-Capture Commission (ACC): Continues for Season 8 unless a formal dissolution proposal is passed. The OP Foundation’s recommendation is that the ACC, as an official structure that receives delegation, not be renewed for future Seasons.
  • Budget Board: Now operational and responsible for proposing season-wide budgets. Currently integrating Maria Gomez, a new board member, who has extensive experience in capital allocation and governance.

Discontinued:

  • Collective Feedback Commission: Phased out. Feedback will be collected through informal channels moving forward.

:people_holding_hands: Citizens’ House Expansion

Season 8 introduces a public, verifiable definition of Citizenship based on stakeholder impact and contribution:

  • Chains building with the OP Stack
  • Applications actively deployed
  • End Users who’ve interacted with the Superchain

The Citizens’ House will now formally include representatives from all three groups, with the aim of decentralizing oversight power.

The Optimistic Approval process, previously used for maintenance upgrades, is now expanded to:

  • Protocol Upgrades
  • Budget Proposals

This mechanism:

  • Reduces participation burden for high-context actors, while preserving accountability and transparency.
  • Includes a defined appeals process
  • Aligns with the broader goal of “minimizing governance” while maintaining checks against platform risk

These items were noted for follow-up:

  • Provide a detailed rationale behind the new Citizens’ House criteria
  • Share target dates for remaining protocol upgrades and ETH staking
  • Publish ROI evaluations for Season 7 Retro Funding
  • Improve the Retro Funding evaluation algorithm, with oversight from Open Source Observer
  • Ensure clarity in the replacement and appointment process for Council and Budget Board members
  • Address ongoing trends in declining TVL, transactions, and OP price through a strategic update video (to be recorded by leadership)
  • Finalize interoperability upgrades (targeting multiple proof systems)
  • Meet L2Beat’s Stage One criteria

Season 8 introduces the most ambitious changes to date, restructuring governance for long-term resilience, product-aligned decision-making, and stakeholder inclusion.

While the new frameworks reduce overhead and expand the system’s scope, they also place greater emphasis on delegation design, incentive clarity, and public accountability.

Members of the OP collective are encouraged to review the new definitions, structures, and processes and participate actively in shaping this phase.
