Season 7 Recap and the Intent of Season 8
Season 7 carried the theme of “Shared Success”, resulting in:
- 6 Protocol Upgrades
- Onboarding 14 OP Chains
- Creation of a Budget Board to bring financial policy on-chain
- Continued development of Retro Funding, Grants Council, and Futarchy experiments
- Experiments with Guest Voters and Citizenship frameworks
Season 8 transitions into the theme of “Purpose-Built Governance”, explicitly aiming to reduce platform risk across the Superchain.
The overarching goal is to build a governance system that is:
- Less general-purpose, and
- More specifically tailored to serve interoperable chains, applications, and end users.
Season 8 Objectives
The governance calls outlined three primary intents for the season:
- Ship Interop
Finalize and ship Stage One interoperability with multiple proof systems.
- Prepare TVL for Interop
Support chains in scaling their TVL through incentives and programmatic coordination (e.g. grants, Futarchy).
- Grow Developer Adoption of Interop
Fund developer-facing tools, technical education, and OP Stack dependencies to drive usage.
Each intent is supported by funding mechanisms from the Governance Fund and Retro Funding, evaluated by the Milestones & Metrics Council or the Open Source Observer.
Governance Structures in Season 8
Continued or Updated:
- 5 Governance Councils: Renewed on 12-month terms to ensure continuity.
- Anti-Capture Commission (ACC): Continues for Season 8 unless a formal dissolution proposal is passed. The OP Foundation’s recommendation is that the ACC, as an official structure that receives delegation, not be renewed for future Seasons.
- Budget Board: Now operational and responsible for proposing season-wide budgets. Currently integrating Maria Gomez, a new board member, who has extensive experience in capital allocation and governance.
Discontinued:
- Collective Feedback Commission: Phased out. Feedback will be collected through informal channels moving forward.
Citizens’ House Expansion
Season 8 introduces a public, verifiable definition of Citizenship based on stakeholder impact and contribution:
- Chains building with the OP Stack
- Applications actively deployed
- End Users who’ve interacted with the Superchain
The Citizens’ House will now formally include representatives from all three groups, with the aim of decentralizing oversight power.
Optimistic Approvals
The Optimistic Approval process, previously used for maintenance upgrades, is now expanded to:
- Protocol Upgrades
- Budget Proposals
This mechanism:
- Reduces participation burden for high-context actors, while preserving accountability and transparency.
- Includes a defined appeals process
- Aligns with the broader goal of “minimizing governance” while maintaining checks against platform risk
Action Items
These items were noted for follow-up:
- Provide a detailed rationale behind the new Citizens’ House criteria
- Share target dates for remaining protocol upgrades and ETH staking
- Publish ROI evaluations for Season 7 Retro Funding
- Improve the Retro Funding evaluation algorithm, with oversight from Open Source Observer
- Ensure clarity in the replacement and appointment process for Council and Budget Board members
- Address ongoing trends in declining TVL, transactions, and OP price through a strategic update video (to be recorded by leadership)
- Finalize interoperability upgrades (targeting multiple proof systems)
- Meet L2Beat’s Stage One criteria

- Governance Reflection Period: Ongoing
Season 8 introduces the most ambitious changes to date, restructuring governance for long-term resilience, product-aligned decision-making, and stakeholder inclusion.
While the new frameworks reduce overhead and expand the system’s scope, they also place greater emphasis on delegation design, incentive clarity, and public accountability.
Members of the OP collective are encouraged to review the new definitions, structures, and processes and participate actively in shaping this phase.
