Recommendation Against Renewing the Anticapture Commission for Season 8
Following three Seasons of operation and the recent publication of The Future of the Anticapture Commission, the ACC believes it is no longer advisable a renewal in its current form for Season 8.
The Commission was introduced as a temporary experiment during Seasons 5 and 6 to strengthen the bicameral structure, facilitate communication with the Citizens’ House and mitigate early capture risks during a moment of significant growth and onboarding. The initial premise was valuable, but now, with the changes to the governance model for Season 8, the context has shifted.
Over time, it has become clear that:
- The function of the ACC has been advocacy which does not require delegated voting power.
- OP Chains have been slow to fully onboard into governance, diminishing the urgency of an intermediary like the ACC.
- Throughout its operations over three seasons, there has not been a situation that represented an attempted capture of the Token House.
As explored in the Future of ACC, some future venues were open to discussion including evolving the commission into a research group, redesigning its voting procedures or integrating with other governance bodies.
If renewed, it’s important to note that the Token House will no longer actively vote on protocol upgrades, which dramatically reduces the utility of the ACC’s delegation. As a result, if the ACC is to continue, the Foundation suggests doing so without the 10M OP delegation.
Also it’s worth clearing that Foundation has expressed that it will no longer provide retroactive participation rewards for the ACC in future Seasons.
Given these considerations, the recommendation is:
The Anticapture Commission should be dissolved and not renewed as a governance structure for Season 8.
We are sincerely grateful to all current and past ACC members for their thoughtful contributions and shaping this experiment. And to @brichis, @web3magnetic, and @Pumbi, thank you for your leadership throughout each season. The ACC learnings served as a useful metagovernance experiment. Going forward, concerns around capture can and should be addressed through more flexible, targeted, and transparent mechanisms aligned with the evolving needs of the Collective.
