Anticapture Commission Dissolution Proposal
We’re voting FOR the proposal.
The Anti-Capture Commission was introduced at a time when chains were being onboarded to the Superchain with hefty OP allocations, while the Token House was responsible for protocol upgrades. A body to help mitigate against a potential governance capture was a prudent idea at that time. With all the upcoming changes, the ACC will be, if renewed, a redundant body.
As such, we think that sunsetting it makes sense.
Milestones & Metrics Council Election: Reviewers
After reviewing the applications, we’ve decided to vote in favor of the following three applicants:

Developer Advisory Board Election: Members
After reviewing the applications, we’ve decided to vote for the following three applicants:
- wbnns
- Shazow
- Vectorized
- m4rio
- devtooligan

- Odysseas.eth
Grants Council Election: Operations
It’s unfortunate to only have one candidate for the operations role in the Grants Council, but at least it’s someone we are familiar with and someone whose work we’re confident in. As a result, we’re voting in favor of Bunnic’s nomination for the ops role.
Grants Council Election: Final Reviewer
After reviewing the applications, we’ve decided to vote for the following four candidates:
- mattgov.eth
- GFX Labs
- Michael
- MasterMojo
We’re familiar with their work, they’ve served in the grants council before, and we’re confident in their ability to carry out the tasks associated with the final reviewer role.
Season 8/9 Operating Budgets
After carefully evaluating each proposed budget, we have decided to support the approval of all of them in this voting phase. We believe that each council plays an essential role in the governance and development of the ecosystem, and their contributions will be valuable in the upcoming seasons.
That said, we would like to highlight a specific concern regarding the Security Council. At present, the Security Council is not only responsible for maintaining the security of the protocol, but also for reviewing, implementing, and maintaining each upgrade approved by the DAO. This makes its responsibilities both critical and continuous.
For this reason, we believe the Security Council should be treated with particular consideration. Its funding should not be subject to seasonal voting, but instead secured through a longer-term or recurring budget mechanism. This would ensure it has the necessary financial resources to fulfill its mandate consistently, reflecting the significance and sensitivity of its role within the ecosystem.
Observation
One thing we would like to point out is that during the review of the applications, we noticed that some applicants had previously served in the role. Naturally, this previous experience provides an advantage in demonstrating suitability and understanding of the responsibilities.
However, we believe it is important to emphasize that not having served in the role before should not be seen as a disincentive. Rather, it implies that applicants without prior experience need to put in a higher degree of effort to communicate their value, demonstrate readiness, and make their case compelling.
We also believe that the Optimism governance can do more in the future to support first-time applicants by providing clearer structures and guidelines for how to make their case. That said, the primary responsibility still lies with the applicants themselves to proactively demonstrate their readiness and commitment.
