OPSC Season 7 Retrospective

1. What is your assessment of the impact KPIs that were set in your Budget Proposal at the start of the Season? Have you made progress towards, or achieved, these milestones or KPIs?

Goal: Reach signing threshold for protocol upgrades within 72 hours
Assessment: Achieved. All protocol upgrades were signed within the required window, with no delays across 16 signing ceremonies to date.

Goal: All members maintain liveness, as tracked by the Liveness Module
Assessment: Achieved. All active members maintained liveness throughout the season. For the first time since the creation of the OPSC, no single member was required to complete the liveness tx seperate from signing upgrades as all members were equally active (this is also a reflection of the increased frequency and load of signing required).

Goal: All incomeing members complete required rehearsals
Assessment: Achieved. Rehearsals were conducted in January this year, with participation from all incoming members.

Goal: Members fulfill responsibilities set out in the Charter, Operating Procedures, and SLA
Assessment: Achieved. Members participated in signing, readiness checks, and governance execution in line with documented responsibilities.

Goal: Complete setup of emergency notification platform
Assessment: Not achieved. Initial tooling and experiments were not explored due to increased workload associated with core responsibilities.

2. Impact assessment - how well did your team perform in relation to success metrics, impact per OP allocated, or other pre-defined measures that are relevant for your Council or Board?

  • Protocol Security: The OPSC signed 16 protocol upgrades, enabling secure and timely activation of governance-approved changes across multiple OP Chains.
  • Emergency Readiness: Maintained 24/7 signing availability across global time zones.

3. What are the major problems you ran into over the course of the Season?

  • Budget Design Gaps: Increased scope in 2025 compared to the prior Foundation-funded seasons created a gap between compensation relative to the scope of the role.
  • Multisig Setup Delays: Initial setup of the OPSC budget multisig took longer than expected, delaying initial distributions. This is now resolved.
  • Monitoring Infrastructure: Limited bandwidth impacted the team’s ability to execute on independent emergency monitoring infrastructure within Season 7.

4. What are possible solutions that could be explored next Season?

Align more closely with OP Labs and the Foundation to clarify and confirm the scope of Security Council responsibilities ahead of Season 8 budget submission.

5. What improvements to the team’s mandate would you suggest for next Season?

The current mandate remains flexible enough to support the OPSC through Season 8.

The Security Council remains a critical component of Optimism governance and Superchain coordination.
