:hammer_and_wrench: Makes Deployments Foolproof: The OP Contracts Manager (OPCM) is basically a safety net for new chain deployments. It ensures everything follows the Standard Rollup Charter, so no one accidentally ‘accidentally’ :wink: cuts corners.

:chart_with_upwards_trend: Prepares for the Next Big Step: The Superchain is growing fast. As more chains move to Stage 1, things need to be consistent and scalable. This upgrade makes sure we’re ready, rather than scrambling later.

:white_check_mark: No Disruption, Just Improvement: This isn’t some messy, breaking change. Existing chains stay as they are, no contracts or node software need updates, and there’s even a grace period for compliance. It’s a smooth transition with clear benefits.

:balance_scale: Closes a Governance Gap: Some chains want to deploy before they’re added to the Superchain Registry, which is fine until it isn’t. This gives the Security Council the power to step in if needed, preventing governance headaches down the road.
