Is there any minimum number OP to have a vote? Or are there any other requirements to have a vote? I have to be a citizen to have a vote?

GM @Ethplorer.eth, there is not a minimum amount of OP to vote on proposals and become a delegate. Citizen is something different. You can find more information about it, here:

Am I right that they have votinnng power proportional to a number of OP delegated to them?
I found a lot of dfelegates with 0 tokens.
Do they have voting power?

How these delagates became the delegates? And how any(?) person can become one?

Sorry for my questions. I am as newbie here.

GM! No, the Token House operates on a plutocratic system, meaning your voting power is equal to the amount of OP delegated to you. This can be through self-delegation or being delegated by others.

I’m new to OP governance and have a question. How does the Collective plan to measure the ā€œdecentralizationā€ of the Foundation’s role? Will there be established milestones or criteria to assess when it is time to reduce the Foundation’s control?
