Is there any minimum number OP to have a vote? Or are there any other requirements to have a vote? I have to be a citizen to have a vote?

GM @Ethplorer.eth, there is not a minimum amount of OP to vote on proposals and become a delegate. Citizen is something different. You can find more information about it, here:

Am I right that they have votinnng power proportional to a number of OP delegated to them?
I found a lot of dfelegates with 0 tokens.
Do they have voting power?
How these delagates became the delegates? And how any(?) person can become one?

GM! No, the Token House operates on a plutocratic system, meaning your voting power is equal to the amount of OP delegated to you. This can be through self-delegation or being delegated by others.

Iām new to OP governance and have a question. How does the Collective plan to measure the ādecentralizationā of the Foundationās role? Will there be established milestones or criteria to assess when it is time to reduce the Foundationās control?
