Optimism Collective is a large-scale experiment in decentralized governance. Our Vision 1 is to sustainably finance those public goods that improve the well-being of the Collective and beyond. This Labor Constitution enshrines governance provisions and principles that, we hope, are calibrated to the ambition of this Vision. It lays the foundation for a fair and democratic model of decentralized governance built to last.

  1. This is a “working” Constitution. It is extremely unlikely that a fixed Optimism Collective governance model, defined at the beginning of this experiment, can appropriately navigate the Collective’s future challenges. The problem space is too big. So we start from humility, starting with a Working Constitution that is:

A commitment to experimentation. During its lifetime, the Collective will undertake a series of governance experiments. These experiments should help the Collective understand the balance and power dynamics within its ecosystem, and allow the Collective to define itself, evolve, and grow iteratively over time.

A transitional document. The Labor Constitution will remain in force for no more than four years from the date of its adoption. After that, authority over the government will be ceded to a permanent Bedrock Constitution (which incorporates the experiences of pre-Collective governance experiments).

  1. OP Citizens and OP Holders will coexist equally within the Collective. The Collective’s governance structure must balance short-term incentives with its long-term Vision. Today, too often, simple token-based governance systems deteriorate due to misaligned incentives or excessive consolidation of power. Optimism Collective will implement structural mechanisms to counter those shortcomings, starting with a bicameral system of government. 2 that checks and balances the power of OP holders and OP citizens.

  2. Optimism Foundation will be a trustee of the Optimism Collective and its initial governance model. Optimism Foundation is a Cayman Islands organization responsible for guiding the growth and development of Optimism Collective. Acting through its Board of Directors, the Foundation may:

Facilitate the administration of the Collective Government;

Allocate treasury assets to finance public goods, incentivize participants in the Optimismo ecosystem, or promote your (and the Collective’s) purpose;

Reform this Labor Constitution; and

Adopt other measures conducive to its management function.

The Foundation will assume all these responsibilities in a manner consistent with the mission of the Collective, and with a view to increasingly decentralizing its role over time.

  1. Rights of OP Citizens and OP Holders. Subject to the founding legal documents of the Optimism Foundation and the procedures described in the Collective Operating Manual:

Future OP Citizens can:

Allocate retroactive funds for public goods; and

Exercise the additional rights provided to OP citizens over time.

OP Holders can:

Remove a director from the Optimism Foundation; and

Veto changes to the founding documents of the Optimism Foundation if those changes would materially reduce the rights of OP holders.

  1. Interpretation. In interpreting the scope, authority and meaning of the provisions of this current Constitution, the following guiding principles apply:

Minimization of governance. Minimal governance is at the heart of Optimism Collective. When several proposals achieve a similar result, the Collective must prefer the proposal with the lowest overhead. We strive to reduce governance to its essence and avoid the introduction of regulation where freedom can achieve the same result. We believe this is key to creating fertile ground for permissionless innovation.

The right to fork and the right to exit are fundamental to protecting individual freedoms. It is hoped and encouraged that if the governance of the Optimism Collective is captured, the members of the Collective will fork the system and re-establish a new Collective that better serves the people. All core software and tools needed to run the Optimism network must be open source, freely available, and easy to use, so that a fork is always a viable alternative.

Anti Plutocracy. Influence on governance must extend beyond financial participation to value humanity and intelligent life. The centralizing force of plutocratic token governance is a risk to the health and effectiveness of the Collective, and must be balanced with the Citizenship.

impact=benefit. The primary function of the Collective is to minimize the discrepancy between collective impact and individual benefit. We believe this is the most important goal in the quest to solve global coordination problems and create a better future. Our economy is an expression of our collective needs, desires and ethics. We harm ourselves when we do not adequately, fairly, and consistently reward positive impact.

Hi all,

I think it is certainly past due for a review of how unacceptable treatment of towards others is handled by users/builders/and anyone who wants to be part of the OP Collective - for an understanding of how they can defend themselves - and/or perhaps a revisit to the enforceable CoC template that was posted - as it is not working…and there are many well documented instances of cyberbullying and harassment from @alexcutlerdoteth towards myself and the project I am contributing to - where it feels like there is no way to defend yourself and the people who post and so wanted to create further discussion on this as I haven’t found one regarding the treatment of individuals by those who have more powerful positions in the OP Collective as to a better recourse for action as to how people can report malicious actors and keep the Optimism community a positive place to be.

It seems there is a breakdown in the enforcement of fair treatment…and really of simple human kindness and respect that has made many parts of the Optimism community feel highly toxic. It is not a fun topic to discuss, but I think one that is critically important if the OP ecosystem is to continue growing, that the community should be an inviting, welcoming, and safe place for anyone to feel heard and be a part of the movement that Optimism is striving to make.

I feel this would be a good discussion to have as to what is expected in terms of civility and behavior towards others as the year draws to an end.

Hello, I wanted to ask, when I delegate my Optimism coins to another person, should the “My voting power” line display 0 or the number of coins that I delegated?

Here, you can view the amount of OP you hold, your chosen delegate, and if you are a delegate, your total voting power as well.
