I am an independent researcher looking at how we can transition from “Survival State” governance to a “Stewardship Economy.”
I have drafted a framework called The Civic Guild Protocol. It proposes a system where on-chain verification is used to guarantee a “Safety Floor” of resources (water/energy) for citizens, replacing standard taxation with contribution-based logic.
We are currently running 21st-century logistics on 18th-century governance software. I believe Optimism’s RetroPGF model is the closest we have to a fix, and I drafted this protocol to explore how we can take that logic further.
