What are Citizens?
Citizens are members of the Citizens’ House, which comprises one half of the Collective’s governance system. The Citizens’ House operates a reputation-based governance system (one member = one vote), and is primarily responsible for the allocation of retroactive public goods funding.
Who are Citizens?
Citizens represent individual human stakeholders of the Collective: builders, users, and community members who are aligned with the project’s values and are interested in the long-term benefit of the Collective.

For those asking:
Optimism DAO citizenship isn’t something you sign up for—it’s something you earn. Early on, trusted community members were handpicked (via Retro Funding rounds) to become citizens, earning a vote as part of a small group. Going forward, citizenship will likely be based on your reputation and contributions (using things like endorsements or even soulbound NFTs), so that every genuine community member gets one vote rather than a few big token holders dominating.
I hope you we can became citizen someday.

I’d love to better understand how the “web of trust” mechanism has worked so far. Beyond community contributions, are there other factors (like forum engagement, content creation, or project support) that are typically considered?
Really looking forward to joining the discussions on future Citizenship selection criteria — and would be honored to take on more responsibility in a system where everyone’s contribution matters. 

As we continue building out Optimism governance, should we start paying closer attention to Superchain Citizens (Level 3+) when it comes to proposal submissions, grant feedback, and other high-impact decisions?
Not suggesting an official requirement—but with Level 3 signaling deeper involvement and alignment, it might be worth treating as a marker of trust and context. In a fast-scaling ecosystem, how do we encourage meaningful input without putting up unnecessary walls?
Would love to hear perspectives on how much weight Superchain Citizen status should carry in governance.
