Summary:
The Optimism Collective is an experiment in decentralized governance that aims to fund public goods that improve well-being. Its Working Constitution is a transitory document that will be in effect for no more than 4 years and sets the foundation for a fair and democratic decentralized governance model. OP citizens and OP Holders will coexist in the Collective, and the Optimism Foundation will act as its steward. The Foundation may allocate treasury assets, amend the Working Constitution, and perform other actions to further its mission. OP citizens have the right to allocate funding and exercise additional rights, while OP Holders have the right to remove a director and veto changes that reduce their rights. The Collective is guided by principles of governance minimization, the right to fork, anti-plutocracy, and impact=profit.
