We agree with @Alisha (and @GFXlabs) in exploring a retroactive budget in terms of ETH and it makes sense that S7 budgets are not included in the S8/S9 Budget Board allocated budget.
I am an Optimism delegate with sufficient voting power and I believe this proposal is ready to move to a vote.
