# Season 6: Grants Council Operating Budget * * * A Grants Council was [created](https://gov.optimism.io/t/guide-to-season-3-course-correcting/3942) in Season 3 to aid the Collective in making grants from the Governance Fund. In Season 4, the Grants Council made grants under Intent #2 and piloted a Request for Grants (RFG) program. In Season 5, the Grants Council was responsible for evaluating grant for delegated-authored Mission Requests, under all Intents. You can find the retrospective of the Season 5 Grants Council [here](https://gov.optimism.io/t/grants-council-internal-operating-procedures-for-season-5/7351). * * * The Grants Council is considered a persistent Council, as outlined in the updated [Collective Representative Framework](https://gov.optimism.io/t/collective-representative-structure-framework/5884). That means the Grants Council will be assumed to be renewed each Season, unless a Council Dissolution proposal, outlined in the [Operating Manual](https://github.com/ethereum-optimism/OPerating-manual/tree/main/src), is passed. All prospective Leads may propose a Grants Council Operating Budget for Season 6. Delegates should only vote to approve one Grants Council Operating Budget. The budget proposal with the highest proportion of “Yes” votes will be approved. Delegates are effectively electing the Lead that has authored an approved budget. Reviewers on the Grants Council will be elected, according to the process outlined [here](https://gov.optimism.io/t/season-6-elections-grants-council/8115). **Proposal drafts, with 4 delegate approvals, are due by May 22nd at 19:00 GMT.** Please see the [Collective Reward Framework](https://gov.optimism.io/t/season-6-collective-reward-framework/8112) for help evaluating budget requests. * * * ## Grants Council Operating Budget Template _It is recommended that you add a poll to the bottom of your proposal asking the community if they believe your proposal is ready to move to a vote._ **Proposed Council Lead:** Name **Proposed Council Operating Budget:** X OP (+/- relative to previous Season) **Contact Info:** Email **Please link to any previous work or qualifications to be Council Lead:** - Link to community contributions (Forum posts, voting history, delegate communication threads, attestations, etc.) - Link to relevant work experience **Council Charter:** - Link to Last Season’s Charter: [https://github.com/ethereum-optimism/OPerating-manual/blob/main/Grants Council Charter v0.1.md](https://github.com/ethereum-optimism/OPerating-manual/blob/main/Grants%20Council%20Charter%20v0.1.md) - Link to proposed Season 6 Charter - Please note all persistent Charters are binding, as ratified governance documents, and are maintained on github as pages under the [Operating Manual](https://github.com/ethereum-optimism/OPerating-manual/tree/main) - Please note that the Charter of the Council will need to be expanded to account for the following changes in scope in Season 6: - The Grants Council will be responsible for proposing Mission Requests under Intent #3 - The Grants Council will be responsible for processing violations of the [Collective Grant Policies](https://gov.optimism.io/t/collective-grant-policies/5833), subject to optimistic approval from the Token House. - All members will be accountable to governance as they remain removable via the Representative Removal proposal type outlined in the [Operating Manual](https://github.com/ethereum-optimism/OPerating-manual/blob/main/manual.md) - _[to reflect any other material changes outlined by proposal authors, as necessary and permitted]_ **Breakdown of Council Operating Budget:** - _Please note, regular Voting Cycles will be 3 weeks long in Season 6 but the Grants Council may choose to process grants over multiple cycles. However, it is strongly recommended to keep cycles as short as possible to improve the velocity of the Collective._ **Example:** - _Number of Reviewers = XXXX OP (+/- from last Season)_ - _Please break down # by sub-committee, if applicable_ - _Please indicate any leadership roles to be designated among Reviewers (ie. Ops Lead, Comms Lead, etc.)_ - _Please explain any increase or decrease since last Season_ - _It is strongly recommended that teams not exceed 7 members, but may support up to 14 if split into smaller teams_ - _Lead = XXXX OP (+/- from last Season)_ - _Please explain any increase or decrease since last Season_ **How should governance participants measure the Council’s impact?** **Builder Experience KPIs:** _The Foundation suggests the below measures, or similar:_ - _NPS of applicants_ - _Drop off rate of applicants (what percentage of builders interested in apply for a grant actually submit an application?)_ - _Number of times the Foundation’s Growth Team is contacted by partners confused about application process_ - _Number of quality applicants the Grants Council is unable to support_ **Grant Performance KPIs:** _The Foundation suggest the below measures, or similar:_ - _Increase in target metric under Intent 1_ - _Increase in target metric under Intent 3 (even if not fully measurable within 6 months, an estimated impact can be deduced from grants made)_ - _Number of OP Chain grants programs launched_ - _Number of grants that have to be clawed back for failure to meet milestones_ * * * **Consistent with other reward allocations, all rewards will be subject to a KYC and claims flow process.** * * * ## What Does This Mean for Delegates? Delegates will vote to approve a Grants Council Operating Budget in Special Voting Cycle #23a. Approving a Grants Council Operating Budget elects the proposal author as Grants Council Lead.
