Not pushing people into one direction. Maybe give them a incentive to go towards a certain goal, but the structure needs to be self relaying in order to preduce max value for the entire community. Mistakes will be made and that is what will push the eco system to be more stronger and better versions. At least in nature is does. I Do not have a solution yet for this.
I think you should rewards ecosystem users and you shouldn’t exclude OP sellers. Since it is not mandatory to hold the OP-tokens for an airdrop. This way you could exclude ecosystem users and rewards airdropped participants who don’t use the chain in the bear market. The bear market participants should be rewarded for their risk appetite. These users will always try out new protocols/dapps/blockchains and they will have an important user experience feedback eventually.
