# Proposal: Pause Phase 1 and start a discussion round to improve the governance process

IMO, the focus should be on decentralizing Optimism first, starting with Bedrock, then [contracts](https://gov.optimism.io/t/pragmatic-steps-forward-to-decentralize-contract-upgradability/2492), followed by [sequencer](https://gov.optimism.io/t/pragmatic-first-step-towards-decentralizing-sequencer/2767). It’s pragmatic to streamline ecosystem funding while the platform is centralized and till we’re closer to [economic sustainability](https://gov.optimism.io/t/economic-sustainability-ideas-for-op/2393). Bit of a tangent, but those are my personal priorities.
