This is a minor version change to v0.2.0 of the Operating Manual which:
- Adds clarification that delegate approval for a proposal to move to voting stage is not an endorsement of that proposal.
- Updates voting cycle to better incorporate committee operations
- Updates tl;dr section to reflect the above change
- Clarifies when Foundation may include uncounted Snapshot votes in final tally
