Make OP as the network fee token along with governance token

First of all , we hope OP gets ride of this FUDs happened during governance token launch.
having all, hereby better to have a proposal for allocating OP token for the Optimism transaction fees, it will cover all the FUDs and concerns and more importantly will make a utility for the governance token which is the bottleneck of many projects.
