Good question @fig. I conisdered about both options. I thought keeping it separate might make it easier for the reviewers to judge the merits of both proposals separately

But after reading your comment, I can see how it might be better to combine them.

I’ve updated the description and umerged both proposals into the [Atila proposal](https://gov.optimism.io/t/draft-gf-phase-1-proposal-atila/2896).
